Hi, I’ve been using the youversion app for a fair long while now and am able to use it offline, without an internet connection. Many entire translations are downloadable for continuous offline use. Some translations which would normally need to be licensed, such as the New King James Version (NKJV) or the New Century Version (NCV), have been licensed for you and are downloadable for free.

I’ve been using youversion for quite a while and I can’t remember a time when I could only use it online.
